Output 1: Enhanced capacity of cities/ municipalities to develop waste management plans and manage municipal solid waste and wastewater in a more sustainable manner

Activities Implemented

1. Enhancing the capacity of 5 Cities (Mbale, Jinja, Mbarara, Masaka, Kampala) to undertake sensitization campaigns on biogas and waste management for females and males
-  A bench marking visit to Kampala Capital City Authority (KCCA) and NWSC was undertaken by the cities of Jinja, Masaka, Mbale and Mbarara from 24 th – 25 th August, 2021.

2. Updating and developing gender responsive waste management plans and ordinances including the selection of appropriate biogas technology consideration, off take and tipping fees amongst others for the pilot cities Jinja, Masaka, Mbale and Mbarara
- Follow up made with regards to gazettement of amended/ developed waste management ordinances for the cities of Jinja, Masaka, Mbale and Mbarara. NEMA in collaboration with City authorities advanced the ordinances through first stages of approval i.e. consultation with the Technical Planning Committees.

3. Updating and developing gender responsive waste management plans, ordinances and by- laws for the additional Cities of Arua, Fortportal, Gulu, Hoima, Soroti, Lira and Municipalities of Kabale, Masindi and Tororo.

Initiated updating of waste management plans, ordinances and by-laws for the respective cities and municipalities to include promotion of waste to energy systems, off take and tipping fees, gender considerations amongst others, facilitated by the National Environment Management Authority (NEMA).
- Supported the cities of Arua, Fortportal, Lira and municipalities of Tororo, Masindi and Kabale to conduct radio talk shows, develop and air radio spot messages with regards to IWM and resource recovery from waste.

5. Enhancing the capacity of Kampala City to undertake sensitization campaigns on biogas and waste management for females and males (September, 2021)
- Held a two-day workshop training for 25 technical personnel from Greater Kampala Metropolitan Area on best practices in sanitation, waste management and resource recovery on 16 th and 17 th September, 2021.
- Launched the Technical Working Group (TWG) for Greater Kampala Metropolitan Area (GKMA) on Waste Management, Sanitation and Resource Recovery on 23 rd September, 2021 at Hotel Africana by the Lord Mayor, Kampala City, Hon. Erias Lukwago.

6. Enhancing the capacity of Masaka City to undertake sensitization campaigns on biogas and waste management for females and males (September, 2021)
-  A total of 81 participants (30 men and 51 women) were trained in production of briquettes from waste in Masaka City.

7. Enhancing the capacity of Mbale City to undertake sensitization campaigns on biogas and waste management for females and males (September, 2021)

8. Enhancing the capacity of Jinja City to undertake sensitization campaigns on biogas and waste management for females and males (September, 2021)
- Trained and sensitized 60 technical personnel and newly elected politicians on Integrated Waste Management and resource recovery approaches.

9. Enhancing the capacity of Mbarara City to undertake sensitization campaigns on biogas and waste management for females and males (October, 2021)
- Trained and sensitized at least 50 technical personnel and newly elected politicians were sensitized on Integrated Waste Management approaches.

10. Support establishment of the multi-stakeholder platform on waste management and biogas
- The national waste to energy (WtE) thematic working group was launched on 30 th September, 2021 at Source of the Nile Hotel, Jinja.

11. Review the draft National Solid Waste Management Plan and provide updates and recommendations for inclusion of biogas systems (November, 2021)
- A two-day workshop was held where the draft National Urban Solid Waste Management Policy (NUSWMP) under the Ministry of Lands, Housing and Urban Development was reviewed to align it with provisions for waste to energy concerns.

12. Benchmarking visit to Accra, Ghana (December, 2021)
-  A benchmarking trip comprising technical personnel and politicians from key project stakeholders i.e. Kampala Capital City Authority (KCCA), National Water and Sewerage Corporation (NWSC), Ministry of Finance, Planning and Economic Development (Public Private Partnerships Unit), Ministry of Energy and Mineral Development (MEMD), National Environment Management Authority (NEMA), Mbale City, United Nations Development Program (UNDP) was conducted to Accra, Ghana.

Output 2: Biogas and WWT plants using MSW feedstock and sewage sludge procured and fully operational
